Whether the QR code holds well-formed ZATCA TLV data, whether all the required fields are there, whether the VAT number has the Saudi format, whether the date is valid and the VAT adds up, and whether it carries the Phase 2 cryptographic stamp. If the amounts in the QR code differ from the printed invoice, ask the seller for a corrected invoice.
Not fully. The digital signature in a Phase 2 QR code can only be verified together with the invoice's XML file, which ZATCA does on the Fatoora platform. This reader shows what the QR code says and whether it is in the right format.
A Phase 1 QR code has five fields. A Phase 2 QR code adds the invoice hash, the digital signature, the public key and — on simplified (B2C) invoices — ZATCA's signature of that key, which is why it looks much denser.
